Founded in 2000, the OTA aims to conserve land and the agricultural community in Pawling, New York, by encouraging horse riding and nature walking activities. Over the years, land sales and sub-divisions have led to the loss of centuries-old hiking and riding trails. Thus, the enthusiasts must reach out to new landowners for permission to establish new routes to increase the number of linked trails.

Those interested in having an OTA trail on their property can contact the group for guidance. OTA was formed to foster and promote safe and responsible cross-country skiing, trail riding, and hiking. So far, the group has focused on three types of trail systems.

The first type is the trails the new and old landowners have permitted for use, so long as it's feasible, pre-agreed, and pre-planned. In the absence of a formal agreement, both parties are aware that the terms and conditions are bound to change at any time, such as discontinuance of land use, change of trail within the land, or property sale. The permitted trails are open to riders and walkers alike.

The second type is old and established trails open only for specific events. Lastly, the new trails, designated for particular circumstances, typically connect two other properties to the trail. The agreement to use the property is for the specified event unless the owner agrees to convert it to the other two trail systems.
